Dona K. Norris
Treasurer, Hulse Associates Inc./QM Services Inc.
As Director of Operations, Dona balances the demands of administering our clients' Student Health Insurance Programs with the needs of a small business. She provides program oversight, as well as designing the web and proprietary software applications used to manage our clients' Student Health Insurance Programs. Dona manages the technology used by staff and works to develop new ways to provide faster, more efficient communication and response avenues for students.
Dona began working with QM Services in 2004 as an accountant. She continues to support staff and the company with marketing, accounting, operational and planning duties.
Dona graduated form Shippensburg University with a Bachelor of Science in Business Administration. She has more than 18 years in accounting and program administration experience.
Dona works out of the Mechanicsburg, PA office of QM Services.
Lori A. Staley
Director, Enrollment Services
As the Director of Enrollment Services, Lori relies on her years of experience to ensure the call center is running efficiently and the staff is trained to handle contacts from parents, students or providers seeking additional information on the school's hard waiver policy or student insurance.
In addition, Lori's project management experience is vital to ensuring all aspects of the school's program are planned. She leads our client schools in development of the timeline required to ensure the resources and staff are available to support a successful program. Lori is also utilizing her project management skills for continuing development of our proprietary software to respond to the industry and the client's needs.
Lori graduated from Shippensburg University with a Bachelor of Science in Business Administration. She has over 23 years management experience with 17 years in call center and project management. She joined the QM Services staff in 2006.
Lori works out of the Mechanicsburg, PA office of QM Services.
Director, Carrier Relations
Dave is our primary resource for Universities and Colleges when reviewing the details of their health insurance policy, reviewing insurance coverages and designing a new student health insurance plan. He takes the lead for all competitive requests for proposals.
Dave began working with QM Services in 2008 and brings over seventeen years of customer service experience to his position. His customer service skills make him a natural in dealing with parents and students in his Healthcare Advocacy role.
Additionally, Dave is also lead staff on our International Military Dependent project.
Dave works out of the Mechanicsburg, PA office of QM Services.
Carmen currently provides lead advocacy services for all of our university and college clients. She joined the QM Services staff in September 2005 initially working exclusively at Bucknell University managing their athletic insurance claims for 27 Varsity sports. With her expertise in the medical field, she discusses claims in detail with providers and insurance companies to assist students with problems that arise during claims processing.
Carmen is a certified athletic trainer. As an athletic trainer at the United States Military Academy, she provided training services to athletes in softball, volleyball, soccer and women's basketball for 5 years. In addition, she dealt with TriCare claims for student athletes. She moved to Lewisburg in the fall of 2001 and continues to work as a per diem athletic trainer for Susquehanna Health System.
Carmen is now managing healthcare advocacy for 10 schools as well as handling all athletic advocacy claims for 3 universities. She graduated from Adrian College (Adrian, MI) with dual degrees in Biology and Sports Medicine and holds a Master of Science from Bucknell University.
Carmen works out of the Lewisburg, PA satellite office of QM Services.
New Business Liaison
In Shelley's role as a New Business Liaison, her main priority is the ongoing development of the Student Insurance Program offered by Hulse/QM®. She does this by communicating with school officials, explaining the benefits and advantages of Hulse/QM®'s unique program, and preparing presentations.
Shelley enjoys a solid reputation in delivering legendary customer service and support within the business community, and believes in always giving 100 percent to the client base. Prior to Shelley joining the Hulse/QM® family in 2009, Shelley had worked in the financial services industry for several years in leadership roles as a Business Development Officer, Business Banker, and Bank Manager.
